TfL says ‘threat of Corporate Manslaughter charges against TfL’…’unhelpful and inappropriate’

The BBC covered the Kings Cross road safety issues that we’ve been campaigning on.  Our very own Sophie Talbot did a lap of the gyratory with a helmet cam.  I used the excellent Whatdotheyknow website to make a freedom of information request to TfL to understand how they may be discussing the potential for corporate manslaughter.  It seems that TfL sees this mainly as a media issue. There seems to be no discussion about whether there is or isn’t a potential liability. Interestingly, despite the exchange below TfL did put up a spokesman in the end as the BBC clip linked above shows.  Also nice to see that this site is ‘the bloggersphere’ not ‘citizens’ for instance:

These calls are unhelpful and inappropriate while the initial Police
investigations are still being carried. It is a tragedy that a young cyclist has
lost her life at this junction outside Kings Cross, and as usual, we have been
working with the Police with their ongoing investigation into what happened.
This is part of TfL’s ongoing commitment to make roads safer for all users.

Tom Edwards from BBC London TV is planning to run the Kings Cross junction story today,
the one we managed to put off last week. He has asked TfL for an interview to answer why
TfL has not yet acted when a report three years ago raised concerns about this junction.

TfL are not planning to put anyone up, unless we insist. Apparently it should be Garrett or
Dana, but they are both in board meetings all morning. Tom E has already filmed material at
Kings Cross this morning, so we expect it will run at lunchtime.

Driving this is the bloggersphere where people are calling for a charge of corporate
manslaughter, however since there is still a police investigation underway into the cyclist
death last week, Tom Edwards will have to tread very carefully and will probably not mention
this directly.

A Transport for London (TfL) spokesperson said
“It is a tragedy that a young cyclist has lost her life at this junction outside
Kings Cross, and we await the outcome of the ongoing police investigation
into what happened. TfL monitors for collisions on all of the TfL Road Network
and in the past 3 years there have been 2 serious collisions at this junction,
neither of which involved cyclists.
“Since 2008, TfL has maintained the road network outside Kings Cross station
and commissioned a further report in 2009 to specifically investigate what
could be achieved at the three junctions around Kings Cross station. We have
been working to design schemes which will benefit pedestrians and all road
users, including cyclists, through the area . Earlier this year we engaged with
key local stakeholders and the community about the resulting plans to
increase pedestrian capacity and for safety improvements at three key
junctions around Kings Cross in time for the London 2012 Games.
“Detailed design is now being finalised and work will begin later this year to
be completed in spring 2012.”
Additional information:
• In March 2008 a Pedestrian Environment Review System (PERS)
study looked into what possible improvements could be made outside
Kings Cross and St Pancras station to help enhance the local area
subject to funding being secured. Following this, a further report was
commissioned by TfL which investigated what specifically could be
achieved at the three junctions outside Kings Cross.
• The Kings Cross Pedestrian Improvement scheme incorporates a
number of the recommendations from both the 2008 and 2009 report.
• TfL has an ongoing programme of reviewing and improving the TfL
Road Network to ensure that it continues to operate safely and
efficiently for all transport modes, especially pedestrians and cyclists.
• TfL’s Capital Development team has a number of schemes in
development across London which will help improve cycling facilities
(for example, by installing Advance Stop Lines at junctions and
installing cycle lanes along the TfL Road Network where helpful for
cyclists.)
Specifically about the PERS report
The Pedestrian Environment Review System investigated a number of
junctions in the Kings Cross area. This report was prepared by TRL and
Living Streets for TfL. This report identified a number of short, medium and
long term improvements that could be delivered. Since then, TfL have
completed a vast majority of the short term recommendations in the PERS
report and the junction improvement scheme that we are working on will begin
to deliver the medium and long term improvements suggested in both the
2008 and TfL 2009 report. These works will begin in November 2011 and will
be completed in Spring 2012. If asked what is being delivered for cyclists:
These improvements are predominantly to increase pedestrian capacity and
safety in time for the London 2012 Games but the new road layout designs
will reflect the needs of all road users, including cyclists.
Euston Road / Pancras Way junction
• We plan to remove the existing pedestrian island on Pancras Road.
This will allow us to extend the footway and install new tactile paving
on both the eastern and western sides of the pavement. Our plans will
also create more space, with shorter and smoother crossings for
pedestrians.
Euston Road / York Way junction
• To make it easier for pedestrians to cross, we are planning to extend
the pedestrian island on Euston Road. Further changes to the road
layout will be made including the location of the ‘no stopping’ yellow
box and extending existing, and installing additional advanced stop
lines for cyclists.
Pentonville Road at junction of Kings Cross Bridge and Caledonian Road
• We plan to remove the existing pedestrian island on York Way and
extend the pavement on the western side. This will create more space,
with shorter and smoother crossings for pedestrians. We also plan to
install new advanced stop lines for cyclists and new tactile paving as
well as change the location of the ‘no stopping’ yellow box.

Tonight’s Panorama inspired by Kings Cross website investigation into Network Rail overspend

We’ve followed doggedly Network Rail’s overspend on the construction of their own offices and Platform Zero at Kings Cross station and the bizarre behaviour of DfT as they kept it from the Secretary of State. Tonight’s Panorama goes into detail on Network Rail’s overspending on capital projects and this website played an important part in getting the show together.

I’ve had several conversations with Toby Sculthorp the producer of Panorama and Vivan White the presenter from the show’s conception through to filming to help them prepare tonight’s show.  We discussed at length just how opaque Network Rail is and the remarkable extent of their overspends.  I took them through how I used FOI and the marvellous WhatDoTheyKnow.com to drag information out of DfT and get a handle on the grotesque amounts spent on the Eastern Range offices at no benefit to the travelling public.  Toby Sculthorpe the shows producer says:

“Unfortunately there is a long history of overspending – by as much as a third,”

“I really began to take notice when I came across some very interesting work carried out by William Perrin at kingscrossenvironment.com.”

A bit like the cycling and road safety campaign, I never cease to be amazed how the way we do traditional community activism here in Kings Cross using modern, simple internet tools reaches out beyond our immediate area to help others.  A sort of ‘new model activism’ if you will.

Sadly my balding visage didn’t make the cut for the show, but as my wife pointed out Heston Blementhal is over exposed anyway.

Traffic go slow 23 Jan 6-7pm, all welcome

January 9th saw the first go slow at King’s Cross. The second takes place this Monday, 23 Jan between 6 and 7pm. It’s organised by BikesAlive! We covered the last one here and gave background as to why these protests are taking place. This is just one action of many in a campaign which has caught the imagination of road users all over London. Additionally, moves are being made to bring a charge of corporate manslaughter against Transport for London due to persistent negligence in making the roads here fit for purpose.

The more the merrier, do come along on Monday at 6pm. Bring your party feet as there is likely to be a light-hearted party atmosphere. Bring banners or placards with any messages you’d like. There will be press and media, so eye catching peaceable activities are encouraged.

Please take this as advance notice that there is likely to be traffic disruption both in the immediate area and on the roads leading up to Kings Cross. The protest will only take one hour, so hopefully you’ll bear with any inconvenience caused for the sake of making these roads safe for everyone to use.

CSM & the singing recycling tree

Ok, so it doesn’t actually sing, or ring (she says showing her age – see below). But it does raise awareness about recycling plastic. It’s a lovely little tree at Thornhill Bridge Community Garden, on the western side of the canal bridge over The Cally, and it’s been decorated on this stark winter’s day with beautiful imitation leaves that glint as the sun catches them.


Fiona Leung and Queenie Wong, 2nd year graphic design students at Central St Martin’s  explain what they are doing in this video (above or click here). They have a lovely blog detailing all the exciting work they have done on the issue of recycling plastic. Can’t wait to see what our lovely CSMers do next to brighten up our lives and make us all think…

Live webchat with Borough Police Commander Thursday 19 January 1830

We’re delighted to help out the local police and work with Islington Gazette to run a live webchat with the Borough Police Commander Mike Wise on Thursday (tomorrow) at 1830 to 2000 (half past six ’til eight on old money).  Come along to this blog post and there will be a link to the chat session.

The last chat we did was both really useful and great fun – the police were frank, open and to be honest very human about the realities of policing our wonderful but complex area. We covered everything from dangerous traffic through to noisy police helicopter and what the police officers’ favourite TV cop shows were.  Also quite a few people who took part were eating their dinner it seemed….

And here comes number eight!

Another convenience store has just opened along Kings Cross Road.  The new store is located on the site of the former red-light Sauna and situated opposite the Cling hostel (former Clerkenwell Magistrate Court).  It is currently selling a range of convenience goods and as stated to me by an assistant within in two or three weeks will also be selling alcoholic drinks.   If one also counts the convenience store on the corner of Kings Cross Road and Frederick Street, there are now a total of eight stores on Kings Cross Road between the start of Kings Cross Road along Pentonville Road and the point where Kings Cross Road becomes Farringdon Road that sell a similar  range of convenience groceries, alcohol and with some also acting as news-agents .

Just how many such stores could be too many, though?  Personally I am not exactly excited by yet another store that sells over the counter alcohol, and over-priced groceries but what do others think?

Hell Train at Foyles!

Local author Chris Fowler will be at Foyles on Charing Cross Road tomorrow – Thursday 19th Jan – at 6.30 signing copies of his latest novel, Hell Train and talking about its development.

Chris is the creator of the Bryant and May mysteries which he pens at his Peculiar Crimes Unit HQ overlooking the Regent’s Canal in King’s Cross.

Hell Train is “a classic tale set in the halcyon days of British horror cinema, brimming with bizarre creatures, satanic rites and terrified train passengers.” Right up my street!
