Trash glory-hole by Ferodo Bridge

Kings_court2 There is a dumping spot on the left hand side of Caledonian Road just North of the Ferodo bridge but before the Kings Court development.  A little forgotten patch of land that belongs to the railway is the subject of persistent tipping.  There was once a chain-link fence cordoning it off but this was trampled down long ago.  And the small space attracts all sorts of refuse – from fridges to bin bags.  This is typical of an area where the ownership is unclear – private land, not on the public highway but owned  by either a utility or infrastructure company.  The generic problem is similar to that at the electricity substation on Treaty Street

This has been a persistent issue here – will see if the North Kings Cross Environmental Task group can tackle it somehow.

Saturday morning noise

Readymixplantruffordst_5It is unreasonable for the CEMEX plant on Rufford Street to make huge amounts of noise on a Saturday morning.  I recorded at this link a short video of the tipping today Saturday 29 July at 0852.  As i type this another lorry is backing up……….  CEMEX is looking in to the noise pollution with apparent seriousness – i have been promised an update after the CEMX officer returns from holiday on 7 August.

Gifford Street School Site – update on re-development

Development of the whole site
The discussions in recent days about how to solve the drug-related, prostitution and rough-sleeping problems at the school keeper’s house have revealed some new information about the Gifford Street site itself. As very little has happened on the school site, several people have asked me what is going on following the planning subcommittee last September gave a planning permission to build on it.
A subsidiary of J Laing Partnership (the construction company) called Intro Homes has been negotiating for many months to purchase the site from its present owners, Harinbrook. It was Harinbrook who bought the site at auction for a bargain price some years ago and who disgracefully knocked the old school down without any warning or agreement. As residents, we have had many years of argument with Harinbrook (and Islington Council too) over several planning applications some of which were either withdrawn or rejected by the Planning Inspectorate before they eventually got a permission. No-one ever seriously believed that Harinbrook would develop the site as the company really is just two guys making a bit of money from fairly unambitious bits of property speculation. The school site is way out of their league – although it is about to make them quite rich indeed.
As part of the transaction, Intro Homes has also been getting ready to purchase the school keeper’s house because the planning permission requires the entire site to be developed as one. I am told by Intro Homes that, although Islington Council have been straightforward in their negotiations, Harinbrook has been completely intransigent. For those of us who have dealt with Harinbrook over the years this is not a surprise. However, it means that the transaction has not gone forward and Harinbrook have put the site back on the market – and that’s also why Islington has not yet sold the school keeper’s house. Intro Homes still wants to purchase the entire site but Harinbrook have figured that a better price can be obtained by seeking another developer to sell to. What’s more, Harinbrook may still be trying to have the plans altered to reinstate the 4th storey on the Gifford Street northside. This had been removed from the application during negotiations last year but I am told they have been haggling with Islington’s planners to get it reinstated.
 
If Intro Homes does manage to purchase the site, it seems they will not want to significantly alter the plans that have already been given permission. However, there will be some modifications proposed because they have recognised that some aspects of the scheme (e.g. the basement car park, the layout of drains and the internal arrangement of the aprtments) will not work technically. Funnily enough, these include some of the things we said to the planning committee last year. Intro Homes have also agreed a partnership with Community Housing Group to develop the affordable accomodation. CHG is a pretty decent housing association based in Camden Town with a number of successful developments in our immediate area. Anyway, both Intro Homes and CHG may now be out of the picture if Harinbrook is touting the site around for an even higher price.
Demolition of the school keeper’s house
Yesterday, the building was re-secured by contractors working for the Council. I fear this may only give temporary relief from the problems, not least because access is still possible from the main part of the former school site and there are some of the external walls that can be climbed over. I have therefore suggested to the Council officials that they proceed with demolition sooner rather than later. There was a planning permisison given in July last year to demolish and this only requires some minor compliance work by the Council (as owners) to satisfy the Council’s planning officials that demolition works will be done properly, during acceptable hours of working and that the site will be securely fenced-off afterwards. I do not foresee any serious problems with getting this done and have been assured by the Council’s property manager that he will expedite this quickly.
However, if there is an alternative course of action that anyone can think of, do let me know.

CEMEX concrete plant – change of hours ?

Readymixplantruffordst_4It may be the start of a new pattern but in the last couple of days i think that the CEMEX plant at 1 Rufford Street has moved its first deliveries of aggregate back to 0800 rather than the traditional 0700 early morning wake-up call.  This morning’s delivery (video at this link for full beeep-beeep-beep-rev-rev-rev-huge-crash sound effect) was at about 0800.  This is an improvement, but it remains unacceptable to create this much noise full-stop, let alone before 0900 in a residential area. 

There is no earthly reason why the huge hoppers need to be filled-up first thing – they could fill them the afternoon beforehand.  It is not as if the gravel is going to go anywhere overnight.

I have a call out to CEMEX to see how their environmental investigation is going.  Anyway, it is nearly August when the plant traditionally goes fairly quiet

Treaty Street – continued tipping outside school

Edf_sub_treaty_streetThe EDF electricity sub station on Treaty Street is a persistent tipping hotspot – it has already featured here but i have had no joy with a more permanent solution.  The land is not owned by the Council and the owner does not clear tipped junk, right next to a school entrance.  I am having another go at this with ICSL on behalf of the North Kings Cross Environmental Task Force

Outram place problems – transferred from Gifford St ?

Outram_place_signIt seems that the rough sleeping drug takers/sex workers who were moved on from Gifford Street yesterday may now have alighted upon the undercroft garages of 29-35 Outram Place about 150 yards away.

Working with Homes for  Islington, residents have been trying to clean-up this neglected part of the Delhi-Outram estate for many months.  The area had been very quiet with little sign of the usual sex and drug activity for about six weeks.  This morning however the area was despoiled with human excrement, a used condom and female clothing.  This sort of thing hadn’t happened for ages.  The bay under 29 outram stinks and HfI are cleaning it.

The police are now monitoring the area and i shall try to accelerate the boarding-up of the open garages.  The police are especially keen to keep a close eye out for the rough sleepers to keep them on their heels.

And bollards to you too……..

Bollard_newThere are more exciting things in life than bollards.  But around here when they get taken away all sorts of odd things happen – fly tipping, illegal parking, car dumping, rat-running.  The council have replaced the broken bollard i reported here just off Pembroke Street in the entrance to the park.

Ten days is quite a good turn around for a bit of engineering.

Gifford Street school site break-in – good progress

Woy_boarding_up Woy_sign The damaged entrance to the old Schools Keeper’s cottage was boarded up today after some good partnership working between residents (who first raised the alarm), the Police Community Support Officers, local Councillor Paul Convery and the Council.  On inspection the police confirmed residents’ suspicions that the place was being used for rough sleeping, drug injecting and drinking.  The site was right next to new family homes where kids play in the street.

Councillor Paul Convery was very helpful in musteirng resources in the confusing Council bureacracy to get the place boarded up quickly once the extent of the problem was known.  The police attended again today to support the boarding-up team.  Let’s all keep and eye out for any more rough sleeping and report it quickly.

Dear all,
I thought you might like to know what’s happening about the School Keeper’s house on Gifford Street. The building still belongs to Islington Council although it is due to be sold-off very soon to form part of the overall redevelopment of the old school site. Although the house had been well secured, the gates into the yard and the side sheds have now been repeatedly broken-in to and are being used as place for dossing-down, drug use and prostitution. Inside it’s a mess and there’s evidence of needles and other drug and sex detritus making it extremely dangerous to any curiosity minded children.
The local police team has investigated and are making efforts to move people on from the site. However, it needs to be properly secured to prevent it being used at all. I have now spoken with Kelvin Daley who is Islington Council’s property Development & Disposals Manager and is responsible for the site. I have spelled out the problem, the hazards etc and the concerns of the police team. I have assured him that, although the building is being used for rough sleeping and vice activity, it is not "squatted" and so there is no need to waste time with legal proceedings to regain possession.
Council surveyors and the police visited the site again today to assess what security works are immediately required. One obvious solution may be to quickly remove all the sheds and outbuildings whilst securing the building itself. I hope this will prevent further vice activity in the next few days and I have given the Council officials 48 hours to get this properly secured.
It could still be months before the site developer gets construction work underway. As the plans are to demlish the school keeper’s house, I have asked Kelvin Daley to prepare a plan for speedy demolition and containment of the site. I see little point in the building remaining standing for just a few more months if it continues to be a magnet to just the kind of people and activity we have all been working hard to chase out of the neighbourhood these recent years.
Meanwhile, Will Perrin who lives on Rufford Street has set up a "blog" website at http://northkingscross.typepad.co.uk/ which catalogues all the problems (and the fixes) in the area. Will convenes the North Kings Cross neighbourhood management environment working group and the site is a good record of everything that is causing us grief and documenting how things have been improved. I am sure that Will is going to keep the blog updated with each development about the school keeper’s house. If anything significant crops-up, I will email again.
As this email list only contains about 1 in 5 of households in the area, I would be grateful if you could let your neighbours know what’s happening.
